Since 1 December 2025 (Government of the Russian Federation Resolution No. 1713 dated 01.11.2025), the reduced recycling fee for individuals has remained in place only for vehicles up to 160 hp imported for personal use:

Diesel Kia Seltos: what you can actually get

The diesel version is its own story, and it's worth not falling for empty promises here:

• South Korea, 2019–2021. The Seltos was offered with the 1.6 CRDi (136 hp) and the 7DCT. This is secondary-market only now, but well-kept units can be found, and the power falls under the reduced recycling fee.
• India. The 1.5 CRDi diesel is still in production, but the Indian market is right-hand drive — these cars don't fit Russian conditions.
• The new generation. No diesel in the line-up: the bet is on petrol versions and a hybrid.

Bottom line: a diesel Seltos is possible, but it means searching for a specific used unit on the Korean market. If the priority is low consumption and torque, it's often more sensible to consider the Kia Sportage 1.6 CRDi (136 hp) — there are noticeably more of those on offer. Customs clearance for the Kia Seltos: duty, fee, recycling fee

On import, an individual pays three mandatory charges:

1. Customs duty — at a flat rate (Decision of the EEC Council No. 107 dated 20.12.2017). Depends on engine displacement, age and value of the car. For combustion-engine vehicles imported by an individual, VAT and excise duty are not paid separately — they're already factored into the flat rate.
