The car recycling fee in 2026, in plain terms

The recycling fee (utilsbor) on cars is a one-off payment to the state budget for the car's future recycling. It's paid once: when a car is imported into Russia, or when it comes off the line at a Russian plant. After that, the amount is already built into the price — when you buy a car at a dealership, you pay the recycling fee as part of its price, with nothing to transfer separately. The legal basis is Article 24.1 of Federal Law No. 89-FZ "On Production and Consumption Waste"; the rates, rules and coefficients are set by Government Decree No. 1291 of December 26, 2013, as currently in force.

The point of the recycling fee is that the state collects money for recycling up front. But in recent years it has also become a tool for protecting the domestic market: the higher the recycling fee on an imported car, the smaller the gap between the price of an imported car and a Russian-made one. That's why recycling fee rates are reviewed and raised regularly — and it's the recycling fee, not the duty, that most often turns out to be the largest line item in customs clearance.

The car recycling fee has not been abolished, and there are no plans to abolish it. What has changed is the methodology: from December 1, 2025, the coefficient is calculated not only by engine volume but also by power; from January 1, 2026, the rates were indexed; and from April 1, 2026, the calculation changed for cars from EAEU countries.

How to calculate the car recycling fee: formula and calculator

There's one formula for the car recycling fee for everyone:

Recycling fee = base rate × coefficient

  • the base rate for passenger cars (category M1) is ₽20,000;
  • the coefficient depends on engine power, engine volume, powertrain type, the car's age (new or over 3 years old), and who is importing — an individual for personal use or a company.

The entire spread between ₽3,400 and several million rubles comes down to the coefficient. Working it out from the tables by hand is inconvenient: the Federal Customs Service's version is a multi-page document where recycling fee rates are broken down by volume, power in kilowatts, and year, all the way through 2030. It's easier to calculate the car recycling fee with the calculator above: it applies the current coefficients, uses today's official Central Bank exchange rate, and shows the recycling fee, the combined customs payment and the customs processing fee in one table right away.

To calculate the car recycling fee for 2026 with the calculator, you need four parameters: engine type, volume in cc, power in hp or kW, and age. The car's price doesn't affect the recycling fee — it's needed to calculate customs clearance (duty and the customs processing fee).

Discounted recycling fee for individuals

The most common question is how much the recycling fee is when importing a car for yourself. Individuals qualify for a discounted recycling fee:

  • ₽3,400 — a new car, under 3 years old (coefficient 0.17);
  • ₽5,200 — a car over 3 years old (coefficient 0.26).

This is exactly the discounted recycling fee that makes it worthwhile to import cars from China, Korea and Japan for personal use. But the discount isn't automatic — there are several conditions, and breaking any one of them moves the calculation to the commercial rates:

  • the car is imported by an individual for personal use, with all the paperwork in that same person's name;
  • engine power — no more than 160 hp (for electric vehicles and series hybrids the threshold is lower, at 80 hp);
  • engine volume — no more than 3,000 cc; a car with an engine over 3 liters pays the commercial recycling fee at any power;
  • no more than one car per year per person;
  • the car cannot be sold for 12 months after import.

That's the whole point of the "car under the discounted recycling fee" search: cars with an engine up to 160 hp and a volume up to 3 liters. The top cars for the discounted recycling fee are exactly the mass-market crossovers and sedans from China and Korea in base and mid-range trims; take the same model in a top trim with a more powerful engine, and the recycling fee jumps by a hundredfold.

Recycling fee for cars over 160 hp: commercial rates

If power is above 160 hp, the discounted recycling fee doesn't apply — even when an individual is bringing in a car strictly for themselves. From there, the commercial scale kicks in, and the amounts are on an entirely different order of magnitude. The key thing to see: the difference between 160 and 161 hp is the difference between ₽5,200 and one and a half million rubles. That's why power should be checked in the documents down to the exact horsepower before buying, not from a listing's description: sellers often quote power "per the manufacturer's spec sheet", while customs calculates it from its own data.

Another trap is age. The recycling fee on older cars is higher than on new ones: for cars over 3 years old, the coefficient is roughly one and a half times larger. The recycling fee on new cars is lower, but a new car is usually more expensive to clear through customs overall — which is exactly why the well-known 3–5 year sweet spot exists, where the total of all payments is at its lowest.

Recycling fee for cars from Belarus, Kazakhstan, Kyrgyzstan and Armenia

The scheme of "take a car through Belarus or Kyrgyzstan, where customs clearance is cheaper, and bring it into Russia" worked for years. As of April 1, 2026, it's closed. The formula for calculating the recycling fee on cars imported by individuals from EAEU countries — Armenia, Belarus, Kazakhstan and Kyrgyzstan — now includes a Ktp coefficient. It equals the difference between the customs duty from the Ministry of Industry and Trade's list and the duty actually paid in the EAEU country. In simple terms: whatever was underpaid at the local customs office gets added to the recycling fee in Russia.

So calculating the 2026 recycling fee for a car from Belarus no longer comes down to ₽5,200: the Ktp surcharge on popular crossovers reaches a million rubles and more. Customs also separately checks how long the car was actually registered in the country of import after local customs clearance. The same procedure applies to cars from Kazakhstan, Kyrgyzstan and Armenia.

Recycling fee for cars from China, Korea, Japan and Europe

On direct import, the country of origin doesn't affect the recycling fee itself: the recycling fee for cars from China, Korea, Japan, Europe, the UAE and the USA is calculated using the same coefficients — what matters is power, volume, age and importer status. The difference between directions shows up not in the recycling fee, but in the car's price, logistics and typical specs:

  • cars from Korea — many 3–5 year old cars with 1.6–2.0 L engines; at up to 160 hp, that's exactly the discounted ₽5,200 recycling fee;
  • cars from China — new crossovers, often above 160 hp; here it's especially important to check power before buying, or the discounted fee won't apply;
  • cars from Japan — small engine volumes, but many hybrids, where the combined power is used;
  • cars from Europe and the USA — premium models with engines from 2.0 L and power above the threshold, so the recycling fee is almost always commercial.

What customs clearance consists of, besides the recycling fee

The recycling fee is just one of the line items. The order and size of the other payments depend above all on who is importing the car: an individual or a company. These are two different regimes, not a discount of one relative to the other.

Customs clearance for an individual

An individual pays the combined customs payment (CCP) — a single amount that replaces duty, excise tax and VAT. The rate depends on the car's age and value:

  • under 3 years old — 48–54% of the customs value, but not less than €2.5–20 per cc (whichever is greater);
  • 3–5 years old — €1.5–3.6 per cc depending on engine volume;
  • over 5 years old — €3.0–5.7 per cc.

The recycling fee and the customs processing fee are added on top of the CCP.

Customs clearance for a company

A company pays separately: import duty under the EAEU Common Customs Tariff, excise tax based on engine power, and VAT (22% as of January 1, 2026). Plus the same recycling fee and customs processing fee. For powerful cars, the total ends up noticeably higher than the CCP; for cheaper, lower-power cars, it's the other way around. The commercial recycling fee always applies to companies, regardless of power.

A fixed amount on a scale tied to the customs value — from ₽1,231 to ₽73,860. Paid by both individuals and companies.

How to pay the car recycling fee

The recycling fee is transferred to the Federal Customs Service using the details of the customs office where the car is being cleared: the specific accounts and budget classification codes are available on the Federal Customs Service website or at the customs office itself. The payment purpose field must state the car's VIN and the words "recycling fee" — without the VIN, the payment won't be linked to your car.

When the car recycling fee is due:

  • for standard declaration — before the car is released by customs;
  • on import from EAEU countries — no later than 5 business days after crossing the border;
  • for an individual importing for personal use — before registering the car with the traffic police (GIBDD).

After payment, customs verifies that it has arrived and that the calculation is correct, and a payment record appears in the electronic passport (EPTS) — that's also where you can check whether the recycling fee has been paid on a car. Without that record, the car won't be registered. Late payment accrues a penalty of 1/300 of the Bank of Russia's key rate per day.

Which cars are exempt from the recycling fee

A car fully exempt from the recycling fee is rare, but these grounds do exist:

  • cars over 30 years old, not used commercially, with the original engine and body;
  • cars belonging to refugees and participants of the compatriot resettlement program;
  • vehicles of diplomatic missions and their staff;
  • vehicles imported under the temporary import procedure.

Everything else is a car subject to the recycling fee. Schemes like "import through a company in the EAEU", "register it to a relative", or "understate the power in the documents" don't work: the change of ownership and the car's specs are visible in the EPTS, and the recycling fee surcharge is billed to the new owner.

Why is a car aged 3–5 years more cost-effective?
