Since December 1, 2025 (Russian Government Decree No. 1713 of 01.11.2025), the reduced recycling fee for individuals has been kept only for cars up to 160 hp imported for personal use:

When importing a car from China, an individual pays three mandatory charges:
- Customs duty — at a unified rate (EEC Council Decision No. 107 of 20.12.2017). Depends on engine size, age and value of the car. For combustion-engine cars imported by an individual, VAT and excise tax are not paid separately — they're already included in the unified rate.
- Customs fee for processing the declaration — a fixed amount on a scale, depending on the car's value.

Which age is more cost-effective? So-called "sweet spot" cars aged 3–5 years are optimal — the duty rate on them is lower than on new cars and on cars over 5 years old.
The 180-day rule. As of January 1, 2026 (GACC of China Order No. 265 of 15.11.2025), individuals may only export cars from China that have been registered in China for at least 180 days. We check this at the sourcing stage — before you put any money down.

Important: the reduced rate applies only if the conditions are met — the car is imported for personal use, no more than one per person per year, and it cannot be resold within 1 year of import (otherwise the fee is recalculated at the commercial rate). The reduced rates for individuals are locked in through 2030.

Customs processes cars from Europe under the general EAEU rules — usually at entry from Belarus or in the delivery region. An individual pays three mandatory charges:
- Customs duty — at a unified rate (EEC Council Decision No. 107 of 20.12.2017). Depends on engine size, age and value of the car. For combustion-engine cars imported by an individual, VAT and excise tax are not paid separately — they're included in the unified rate.
- Customs fee for processing the declaration — a fixed amount on a scale, depending on the car's value.
- Recycling fee — at the reduced rate for cars up to 160 hp, or the commercial rate above 160 hp.
Which age is more cost-effective? The cheapest cars from Europe to clear customs are "sweet spot" cars aged 3–5 years — the duty on them is calculated from engine size at a reduced rate: for a common 1.4 TSI engine (1,395 cc) that's around €2,400 (1,395 cc × €1.7/cc). For new cars from Europe (under 3 years), the duty is calculated from the car's value (usually 48–54%) and comes out higher — we can bring in a new car too, but the calculation will show the difference.
